Station Model "C" code

I enjoy reviewing the surface maps generated by Weather Graphics on a daily basis. One part of the station model that I don't understand is the "C" code (e.g., C28, C8) that often appears on the lower right side of a station (below the pressure trend). This does not conform to standard weather models I have worked with. What does the "C" code represent?

It stands for ceiling height in hundreds of feet AGL so C8 = ceiling height 800 ft AGL.
