Can someone post me the exact notation for this file so i can update it for Africa.
for some reason mine did not install the file so i need to create from scratch.

then again if someone has a file ready made, i will be most happy to accept it and not re-invent the wheel

Regarding the Digitalatmos.cty file
The notation is below and taken from the Help file

Overlays predefined city marks and labels onto your map as a reference. The data supplied with Digital Atmosphere contains United States cities only. You can control the amount of data plotted by changing the Preferences > Misc > Cities > Plotting Threshold value. Higher numbers (in the thousands or tens of thousands) will suppress smaller cities and towns from plotting, while lower numbers (in the units, tens, or hundreds) will cause small cities and towns to plot. There may be variations in results from state to state due to the methods used by the Federal government to produce the threshold responses for different states.

The source file (digatmos.cty) contains 40,597 United States towns and cities. Each row contains one entry, with the format as follows: city (Col 1-20), state (Col 21-22), decimal latitude (Col 24-29), decimal longitude (Col 31-37), and progressive disclosure ranking (Col 40-44). Users may change this file as needed. The progressive disclosure ranking should be set high for large cities and low for small towns. When the user sets a display threshold in Preferences > Misc > Cities, the city will plot only if the value specified is lower than the progressive disclosure ranking. Ideally the ranking of a town or city should be equal to its population (up to a maximum of 99,999).

It is easy using Notepad to add cities as required provided the above notaio is followed. Cities added will apear on their correct geographical locations with the font, colour etc as specified in the Preferences - Styles - Cities

how would the notation be for the southern hemi?
also what would one put in the state section for non usa locations?

The Southern hemiphere stations are a (-) negative sign, the same applies to cities that are West.
Below is part of my .CTY file as an example showing Southern hemisphere cities:

As you can see the 'state' part I have used a 2 digit abbreviation of the country.
