Best Practices for Downloads

My current IsoBar script downloads and imports the data sources I use each time the script runs. If I'm testing changes, it means that I'm hitting those remote servers each time, which besides delaying the output is probably a waste of public resources.
How do the rest of you handle this situation? Do you have one script that periodically downloads the data and separate scripts for the analysis, do you include the downloads in the same script as I do?
