DA 3.08 quit retrieving the data from the noaa server is there a fix for this.

Yes, this is all part of the Great Https Migration of 2018. Digital Atmosphere is being worked on right now to handle these protocols. At the current time it is technically possible to view the data on the NWS server using a browser, download the files to disk, and import them in Digital Atmosphere.
The raw data files are at: http://tgftp.nws.noaa.gov/SL.us008001/D ... /DS.p19r0/ -- after navigating to the chosen radar site, download the file named "sn.last".
