Where did they get the surface obs from?

I don't know when they produced the chart, but the university servers generally have an archive of surface obs that goes back a week or so.

Weather Graphics also sells weather archive sets of surface and upper air obs:

I'm trying to get radar from the '96 blizzard. It worked - but I hvaen't gotten anything in my email yet.

Maybe it just takes a while.
