Upper air/radiosonde best times

Best times to pull radiosonde/upper data from COD so that I can get maximum coverage when plotting maps?

I was guessing 0130 and 1330 UTC? But many of the obs are missing, I was unsure whether it's bad timing of just lack of reports/date across Europe.
