1 hour precip amounts plotting totally wrong

Tim,
They tend to plot like this...
.03 = .31
.09 = .91
But other corruptions are possible:
.05 = .59
It may be only for when there is more than one metar report in a file (updates).
This needs to be fixed soon if possible.
