Hi,
i see an small bug ;)

Menu -> File -> Preferences

-> i see the preferences-window with false x/y-size and scroll-bars in my german Vista Ultimate 64bit system:

That's interesting. I guess I'll have to make some changes in V1.23 (not released yet) to try to force a resize of that dialog box.
